statevault 7b898c5e55 fix(base): add phonenumbers to base requirements 
The core 'phone_validation' addon (LGPL-3, survives the OSS strip)
imports the 'phonenumbers' Python package in its mail.thread.phone
mixin. The package is Apache-2.0 (Google's libphonenumber port) but
isn't listed in Odoo's own requirements.txt, so it never landed in
the venv and phone_validation raises ModuleNotFoundError on first
sanitise.
